Is it the Gateway who decide whether and when to use ADR?

When the ADR technology will be used? Is it the end nodes ask the gateway using the ADR or the gateway decided whether to use the ADR according to the RSSI?

Hi @David2044, the gateways are not involved in making any decisions about ADR. The ADR decisions are made by the Network Server which is part of the LoRaWAN core. The only part played by gateways is to transmit any downlinks sent by the Network Server which can include MAC commands such as ADR.

Thanks for answering my question. Is it true that the ADR decisions are made by the Network Server ?
But in the last of the first paragraph of the following artice, it say that End devices decide if ADR should be used or not, not the application or the network. So far I am still confused about who decide if ADR should be used or not, the gateway or the end devices?

On your end device, you must select ‘Enable ADR’. How to do this is dependant on the end device. Once enabled it will include the ADR bit in the messages to which the server will start collecting stats and send a response with any changes needed.
