It appears the LORA modem was at fault. I was getting UART timeout with 1.0.4 which gave me a clue. See [TTN Gateway won't register, just reboots](https://www.thethingsnetwork.org/forum/t/ttn-gateway-wont-register-just-reboots/14274)
