Who can stop this abuse?

Since 2 days my gateway (eui-b827ebfffe77d962) is flooded with uplinks and downlinks from 2 different devices. An example:

  • 17:29:56 869.525 lora4/5SF12BW1251482.863342dev addr:26011D33payload size:22 bytes
  • 17:29:55 868.1 lora4/5SF12BW1251318.90dev addr:26011D33payload size:17 bytes
  • 17:29:41 868.1 lora4/5SF12BW1251318.90dev addr:26011D33payload size:17 bytes
  • 17:29:26 868.3 lora4/5SF12BW1251318.90dev addr:26011D33payload size:17 bytes
  • 17:29:21 867.7 lora4/5SF11BW1251069.146dev addr:08FA60FBpayload size:39 bytes
  • 17:29:13 869.525 lora4/5SF12BW1251482.863339dev addr:26011D33payload size:22 bytes

In 1 hour more than 100 downlinks for only 2 devices.
This violates fair use and I don’t know who can stop this. Should I shut down my gateway?
Or is there a way to contact the owner of this devices via device ID?

I’m very happy that I found the owner of the devices! And he switched them off. So the actual problem is solved.

Short: No
I checked the details of rssi and snr again and found that it must be near to my GW. Then I saw a very new GW on the TTN-Map about 100m away. I asked there and found the device. This is now switched off.
