How to get a DevEUI and JoinEUI for a new LoRaWAN device?

Hi everyone:
I know that if I buy a LoRaWAN end device, I will get a DevEUI from the manufacturer. I am curious about that if I am the manufacturer of a lorawan end device, how should I generate a DevEUI for the end device ?
Is there any algorithm that I can use to generate a DevEUI from the device’s Mac command?
What is the relationship among DevEUI, JoinEUI, application key?
