How is the Class C Fair Use Policy enforced?

Hi,

Regarding Class C support and the Fair Use Policy for down-links:

I plan to keep my devices from receiving anymore than 5 down-links per day, but obviously the less the better.

But I was curious if there’s a network level block that occurs if I go over 10 down-links?

If something happened, and for whatever reason I needed to do 11 down-links, will the 11th down-link fail? How strict is the Fair Use Policy enforced?

The FUP is ‘on average for a couple of days’. However when people start abusing it that might change to rigid enforcement.
