Yes, there have be a whole host of LoRa/LoRaWAN based applications developments and use cases around the world. Obviously either R&D (small scale ok if within FUP on TTN), test & development or full scale trackside/rolling stock deployments (use TTI paid or self hosted instance if moving to volume). Have seen interest and deployments in this field since LoRa was first announced to the world some 10 years back so some applications now quite mature…with some novel implementations and deployments…this included a big RFI/POC/Demo activity here in the UK even before TTN 1st deployed!
There has been some discussion around architecture and use case wrt e.g. rolling stock etc. on the Forum over the years (Forum Search is your friend!). Also an early conference favourite was synchronising station/platform clocks for DB in DE years back (again search!)

What sensor would be best for detection of a railcar or locomotive occupying a track? Sensor would have to placed at least 20 feet away from the track.
Track Circuits would be my first guess.
Axle counters are also used.
Depending on what you are using it for an IR Break Beam could do the job well enough.
