Given that I wanted to build a pre-certification protocol tester such as the

where would I get the test cases (as in “protocol tester waits for device under test to join, then sends message X and expects reply Y”) from? Are those tests specified at all? All I can find so far is this presentation of the Redwoodcomm device where they show some of the tests their device is capable of:
