FWIW:
For Windows you can run a portable DHCP server with this: http://www.dhcpserver.de/cms/download/ . Very user friendly and easy to understand. There’s a wizard included allowing you to set the address range, gateway, etc.
I used dhcpserver to get the Gateway running, which is fine during setup but not for a long-term unattended situation.
