Which gateway sends a downlink?

I’m testing the “test mode” with port 224 and activation of the test mode is sometimes difficult for unkown reasons. What I saw however is that when the uplink is seen by multiple gateways it does not work as well as when the uplink packet is only seen by a gatway close by.

My questions:

• which gateway from all the gateways that receive an uplink sends the downlink?
• what could be possible causes that my downlink packet does not arrive?

Note:
gateway 1 to node = 5 m (indoor)
gateway 2 to node = 50m (indoor)
gateway 3 to node = >1km ??
